1.   Urban Cleanliness

 

  (A)

Land fill sites – possession and developmental activities.

 

1) Government land survey no.147 measuring 16.32 acres of Bellary has been handed over to the Bellary City Corporation. 

2) Proposals for Rs.90 lakhs was submitted to DMA, Bangalore for release of funds. Rs 50 Lakh has been released by DMA .  For approach road and other development works to this land fill site for which estimate is sent to D.C. for approval and got approved.  The tender calling process is delayed due to the encroachment of the land by the BSAL factory on approach road where in the D.C. asked us to wait for sometime, as the same is informed to Government.

3) Proposal for providing infrastructure to the present compost yard consisting of 58.51 acres of land at an estimated cost of Rs.310 lakhs was also submitted to the DMA, Bangalore for approval, but the DMA has directed through their letter No.DMA/Technical/CCB/66/06-07/2847 dt 20-09-2006 to get the technical sanction of estimate from chief engineer PWD, Bellary .The same technical report was sent to Chief Engineer PWD, Dharwad for approval of the plan and got approved.

 

(B)

Review of IEC performance

 

IEC activities were being carried out by M/s BSRDS, Nellur (Bellary Branch), NGO was being reviewed constantly by the ULB and monthly reports  submitted to DMA, Bangalore regularly.  The period of contract of this NGO expired on 30-04-2007 and request for extension of the period is sent to DMA, Bangalore.

Action plan finalization

Solid Waste Management action plan has already been approved by DMA, Bangalore on 09/08/2005 for Rs 109.00 Lakh, but the tender cost is Rs145.83 Lakh and the DMA Bangalore has released Rs 150.23 Lakh towards the purchase of tools, equipments and vehicles. Out of which, an amount of Rs. 1,28,43,465=00 has been spent for purchase of tools and equipments and vehicles.  The final SWM action plan is prepared with the help of environmental engineer and submitted to the DMA, Bangalore on 13/11/2006 and is under the process of approval.

Procurement of tools, equipments and vehicles.

 

The following tools and equipments are procured

In respect of purchase of auto tippers, re-tenders were called for having single tender earlier, as per directions from D.C., Bellary.  Three applications were received. Technical bids received were opened and out of which two are qualified for technical bid.  The financial bid is also opened and LN Automobiles, Bellary has succeeded in financial bid and the file got approval from DUDC and supply order is being given.

 In respect of litterbins 100 liters capacity 50 bins, tenders were called and approved for Sintex Industries Ltd. Bangalore.  The work order for obtaining the same has been given and the material is expected shortly to be received.  Push carts under sweeping category, we are yet to receive another 100 pieces, for which progress is being made with the company.

Commencement of door to door collection

 

Initially 54 SHG groups were selected in 2005-06 and proposed for door to door collection allotting different areas.  Out of total 54 groups only 13 groups got sanctioned 50% loan and now only 15 groups are  regularly carrying out this work.  For the remaining areas we have called tenders by making six packages and offered to NGO/RWO for carrying out house-to-house collection of garbage in remaining areas.  But nobody advanced to take the contract as for each package they have to pay total cost of the equipments for the package around 7 to 10 lakhs each.  Hence, we again decided to go for SHG groups ward-wise for carrying out this work.  Now again we are calling SHG's to carrying out this work.

Secondary collection and transportation

 

For secondary collection we have identified 70+31+15=116 places, out of which 69+46=115 platforms are constructed. Out of 31 containers which was donated by Jindal got repaired and placed on the prescribed places and for the remaining 15 containers tenders were called and as there was single tender the proposal is sent to Government for approval.  Apart from this we have also called tenders for purchasing 50 small compact vehicle wheeled containers for prefixed places and work order is already given and the material is already received and kept for 3rd party inspection.
